Well, I'm not a horrible pink haired liberal, which is what I imagine you are mainly referring to, but the only ways to keep them away is to keep your state very seriously conservative, especially in the larger cities. I don't think it can be done since the more people that gather, the more there are going to be those who kowtow to disgusting political policies and letting homeless shit up your streets. I think Oregon is a lost cause, but other good western /out/ states still have a chance if they guard their political theaters very strictly.
You also have to make sure that modern technical amenities are as limited as possible. The type of Californian you are referring to loves those things that make life easier like uber, grubhub, amazon lockers, etc. So, keep things low tech essentially.
Make sure your state looks very rural. Except for the Ca-borns from the central valley where all the agriculture is handled, the coast people (the type everyone dislikes) are going to want lots of art and hipster cafe's downtown. they will want convention centers hosting tech displays and anime conventions. They won't want to see a tractor driving down the road, or a field full of sheep. Make sure your state is as agriculture based and as inconvenient for modern living as possible.
As a side note, my family is actually originally from rural Oregon and rural Texas going a few generations back, my cousins and I are the only generation born in California, so you and I are probably more alike than you think.
