Especially in the early phases, where work was already closed, there were no rules against leaving the house at night, but people didn't really yet know the magnitude of the threat so almost everyone stayed at home.
I remember going outside at night and not hearing or seeing a single car or person. During that I regularly walked in the middle of the busiest main street in the city. Normally you get closest to that in the weird times after the party people are home and before the early birds rise for work, but even then it's not quite the same.
Never tried a night coffee in a diner, I should give that a try some time.
