But I'm going to assume you're a clueless guy from subtropical climate or something, so here goes... Thick wool like in those finnish jackets is a pretty good insulator. But it's not particularly windproof, it's only a single layer, it only goes down to the waist. It's slightly water repellent, but nothing you should rely on. If you wear it as outer layer, with a decent sweater below, you could wear it maybe down to 10°C when static and -5° when very active. Preferably though, you would wear it below a windproof parka as insulating layer, that would extend the temperature range by ~5°C (assuming the parka is not insulated itself).
