I just want to use straps and bungees to tether my stuff to a singular frame, with comfy backpack straps on that.

Even with proper padding and design (L shape), frames mostly sucks because you're attaching stuff that can fall off or get stuck in branches etc. in ways you wouldn't expect were you using a normal backpack.
In the past these tools were made with work purposes in mind for animal offered a better way to transport vital items if your purpose was camping abd travelling, so unless your intent is for practical carry use for things like wood or cumbersome items that wouldn't fit in your backpack and also require great effot to carry on hand, i'd suggest against getting a frame, backpacks are the better tool for hiking and wood camping.

I have an Alps Commander Lite. It doesn't have a shelf, just a flap. It also doesn't have load lifters. I've carried 55 lbs on it comfortably, though not very far.

Kifaru does it like that. They sell frames and bags separately so a guy can have one frame and mix and match as needed.
I take one backpack hunting and swap the bag for a load shelf to haul animals back to base camp.
