That's rough-out leather, not suede. Rough-out is full grain leather, just with the smooth side turned in and the rough side turned out.
Suede is cut from the inside of the hide and is too soft to use in backpacking boots.
Some companies, like Vasque or Merrell, will use a cheaper cut of nubuck to keep the price down, but the high-end brands like Asolo, Raichle, etc don't typically skimp on leather quality.
