Once I had to pitch in a bunch of ferry ports when the ferry got cancelled but I couldn't leave the port for visa reasons, people are forced to stack up at immigration points all over the world, they're not homeless destitute refugees, it happens when there's a breakdown at the host countries visa center and everyone on a multi stage ittinery gets stuck in transit.
