Continents are made from thicker parts of tectonic plate/crust and of a different kind of than the deep ocean floor, which is very thin.

The Caspian sea is the remaining part of a former ocean and oceanic crust which used to connect it with the Black sea and Mediterranean but some tectonic plate activity between Europe and Africa pushed it all up out of the ocean.
