Where can a fair skinned white person live in the contiguous US if they want to avoid sunburn as much as possible? I'm currently in the southwest and prefer the desert environment but the sun is too much.

. I want to live somewhere with heavy cloud cover on the summer so I can walk in open terrain without getting burned. The east coast forests provide shade but harbor Lyme disease and there's no wilderness. The PNW is full.
