I've seen stands that were predominantly sweetgum, black gum, red maple, and ash that were essentially red in certain weeks of the year. But no, a completely red forest the majority of the year? I doubt it. Even then it wouldn't really be a "forest" it would just be a type of orchard. I mean you could take something like Japanese maple and flowering plum that are very red most of the year and sure you'd have a group of red trees you planted but a forest is an actual ecosystem not just a bunch of trees having been planted.
