You can have heavily decomposing matter with no fungus gnats. Or a dry cactus which fungus gnats have infested.
They are not magical, they don't auto-generate. They're there because they are there, and once they are there, they will be there.
To get rid of them, you need to kill them. You can't get rid of them by changing the compost or anything else, they need to be killed.
You can have houseplants with no decomposing organic matter. If one fungus gnat comes through the window, then you will have fungus gnats. You won't be able to get rid of them by never watering or anything else. Either get rid of those plants and the compost they are in, or kill the fungus gnats.
This is just really obvious to anyone with anyone experience.
