>water on the groundThat really depends on how hard it’s raining. I’ve only used a tarp with a hammock but the ground under me remains dry in moderate storms. It has to be raining pretty good for a decent amount of time or just be set up over a low spot (skill issue) to be a theoretical problem.
>bugsYeah you still need a bivy. MLD has a decently priced bug bivy. It’s also recommended to use a bivy anyway in hard rain so you don’t get splashed. Also depends on the time of year and location.
