Damns block fish from moving up or down a river, dividing populations (=inbred), but beaver dams are made of wood, which are easily destroyed every few years by big floods. It isn't the case for rock dams.
Also, moving rocks in rivers causes harm to anything living under.
Basically, if you want to build dams, build them where the river is disconnect to the flood plain next to it, with wood and parallel to the flow of water.
