I personally live in an apartment, and bring the dog with me wherever I can, when I can. When I am at work however, she is typically kenneled up in a large wire kennel which she has used as her "spot" since she was super young.
If you kennel train your dog, the trick is to be sure and never to use the kennel as punishment. It should be a "fun and open" place where (when you are around) can come and go as they please, and will enjoy. I also give mine a treat every time I lock her inside.

I don't think you can ever *really* know you are going to be able to have accommodations for your new friend. The best you can do, is assess how stable you are in your current environment, and if you don't see it changing in the foreseeable future -- take a leap. I did, and she is turning out to be one of the best choices I've ever made.
Also, border collies are awesome dogs but be aware that since they are bred to be working dogs, they need to be /out/ and active or they won't be very happy.
