And if selecting genetics is the rationale behind it, I mean depending on the plant you can select for genetics with cuttings also I guess. Alot of it depends on what you're growing and whether it makes sense to let it go to seed or bolt.
But yeah there's nothing wrong with doing annuals by seed and I can see the advantages if you've picked a couple of plants you want to focus on and use seeds from them.
Idk enough about peppers and all but obviously there are alot of plants where seeds won't yield a 1 for 1 copy if the original plant. With cuttings you are guaranteed to get the clone. Again idk enough about the process of growing peppers but my guess is you're going to get a cross pollinated seed with some of the qualities of multiple plants.
If youre doing this indoors I would probably pick a couple of really good ones- propagate them from cuttings, cross pollinate them, and then after that generation start growing from seed and repeat the process every few generations.
