i was sort going to recommend the Gerber strong arm, but its not stainless
if it is mainly a law thing, i would avoid "military" looking knives. a standard buck 119 might be a good bet, i dont know if you hunt.
theres also Helle, but they tend to be even more expensive, and frankly, a little more ornate then a true working knife
depending on where you live, something you could look into would be a Vangedal, essentially the classic hunters/scout knife but with a less "scary" look, prices fluctuate wildly depending on location though, but, you can get options with marline spikes or a honing rod
