The feds basically own the state (65-70% of it), and have tried various cool things like telling people subsistence fishing on fed land is illegal and boat traffic on various rivers is illegal, to say nothing of the rs2477 travesty of the 80's. The resentment has been there my whole life, from anybody who does more than work, shit, and sleep. For god's sake, they're working towards banning wood stoves in Fairbanks.

Averaged over the whole state Alaska's rates are astronomical, but the truth is it's pretty much all coming from the villages. About 1/3 of the state lives in the villages - the amount of rape and child abuse that happens out there is astounding.
There's little to no work, no money, and increasingly no subsistence (making sure the import laborers for the fisheries keep their jobs is more important than letting salmon up the rivers). Drugs (meth and opiates) and alcohol abound, and Alaska natives are genetically predisposed to get fucked up by alcohol. The family unit in the villages has been obliterated, and so has community in most of them.
There's also little to no police presence, as natives don't want to be cops but a lone white cop in a village is doomed to die, and the troopers refuse to let a white family man be a village cop because of the danger.
My favorite is the villages with dog-killing day. Nobody bothers to control the stray dog population, and in some it's warm enough for them to get by. Unfortunately rabies is endemic in the state. Solution? Dog-killing day: bring the dogs like inside by 10AM, because every dog outside after is getting killed. Rinse, repeat. My wife worked a vet clinic for a while, and the worst cases were village ship-ins.
