Serious question.
Trails are a way to keep a large amount of human traffic located to a small, albeit high impact area, rather than spread out the impact of people over a larger area. There is a lot of research into this, and it is a google scholar search away.
Basically, a good analogy would be that it is like putting all of the trash in a single trash can, or having everyone visiting a park have their piss and shit go into a single septic tank, versus having that trash spread out everywhere and that piss and shit everywhere.

I'd honestly go for it. They should also let us employ minimum security prisoners again, and then set it up so that they can actually be hired into low level WG jobs, to lower their chances of ever re-offending.
