If it rains plants race to flower, shed seeds, die and dry out. It's those dried out plants that burn. 2023 (iirc) had a fucking huge rainstorm. Something like a year's worth of rain in 1 week. LA looked like Hawaii for a few weeks. Then that all died, dried up and burned.
