Any down or high loft jacket used or new
You could also do a PCU L7 parka if you wan to go cheap surplus
And learn to layer if you still manage to find yourself cold when static

best over all parka for horrible weather i ve ever had has to be the Canada Goose Snow Mantra. I ve had mine for nearly 10 years and its kept me comfortable in -45 and worse without issue.
