The US army uses the MSS, which is three (I think?) non-waterproof sleeping bags and a waterproof outside bag, that, while called a "bivy bag" is completely different from the tiny "bivy" tents OP is talking about - it doesn't close up (it's basically a sleeping bag without insulation), it doesn't have a frame, and it's meant to fit tightly.
Bivy tents are a meme for people who obsess with "needing" a tent to camp, yet don't want o haul a full-size tent.
