is there any way to put one of these on/take one off, with a rucksack underneath, in moderate wind and rain, that isn't fucking cancer?
i swear to god im missing something

Just leave it on. If you want to get serious about rain gear that provides the benefits of a poncho (ventilation) and can be easily “deployed” look into The Packa.
