Layering is my favorite method, but if you want a single article the North Face Venture 2 is nice, and if you want to go full /autist/ a surp flecktarn parka are pretty decent(I've been in many storms with them and it fares pretty well)

What are you planning on using it for? Any good rain jacket should help with wind too, especially if it's made for outdoors use and can cinch.

For fishing. Catch is I live on the wrong side of the great lakes and we get strong wind. I usually layer with wool but with it being breathable it doesn't block the wind too well so I want to throw on a water resistant wind break over it

Used a coat similar to the one in your pic, from Grundens. They make gear for seafaring roughnecks and crab fishermen. It'll absolutely keep the wind and rain out, the trick is it'll keep the heat in too. It's like wearing a heavy plastic bag. Get ready to sweat, bitch.
