Ground is dry, plants are dry, detritus is dry. Small fuels don't decay when they're dried out leading to higher loading of the forest floor and an easier start for fires.

I'm constantly amazed by Schrodinger's wildfire from the snowpack. Either the snowpack is too plentiful and it causes an abundance of growth which leads to wildfires. Or it's too dry which causes less growth which leads to wildfires.
