EFPs are only applicable with high explosives like TNT or RDX, because low explosives like powder or ANFO don't follow shape charge rules.
In the ME, high explosives are readily available to insurgents because of all of the unsecured artillary in that region...in the US, we don't have random stockpiles of RDX and TNT sitting unguarded all over the place, so just teaching people how to employ EFPs is useless without teaching how to make high explosives first...
