In plenty countries, respect for travelers is a thing, and even criminals will think twice before mugging you, by fear of being beaten up by locals themselves. Why do you think countless people go backpacking around the world, without bringing even a knife, and make it back in one piece with all their gear? Obviously, I'm not talking about people whose idea of "traveling" is staying in a hotel in a large city, in which case yeah, Paris and Rome are about as safe as Afghanistan.
And yes, countries usually take care of their insecurity problems. When people get robbed, it's a pretty big deal, unlike in America where it became ordinary, and yes, the police, or be it the army, intervenes to maintain peace.
What you fail to understand is that the concept of going /out/ with a gun is completely alien to most people, either the area is safe and they go there without a gun, or it's not and they'd rather move out. Deciding to go /out/ with a gun despite the insecurity just sounds insane, as people carry guns in case of EXTREME necessity only, but somehow it became a trivial thing in America. Now sure, America is a lot safer than it sounds, but that's not how people perceive it.
But apparently you have as much trouble trying to understand that as others have to understand you.
