its also not a matter of a fire being visible, its how ridiculously flammable the bush can be in summer, and how climatic conditions can push the forest fire danger index well above 24 (upwards of 100+) - which by the way is the conditions under which a fire can be safely controlled by firefighters (in rural areas, 99% of which are volunteers). That is why there are fire bans; if a fire gets away under such conditions it is impossible to control and has a variety of economic, environmental and social implications.
In countries like Australia fire bans are an appropriate and important measure to ensure you don't end up losing half of a state to a catastrophic fire because some dim wit wanted a fire unnecessarily.
