For some time it may be great for other animals, such as whatever he wants to have there, but every ecosystem that's out out of balance will be fucked up in the long run.
The consequences are hard to predict - beyond oit capacitu, because we know only what you tell us.
If I was the owner I'd contact the nearest universities, biology departments, and ask that their idea is on exterminating the beavers and the racoons.
Maybe contacting the local water authorities is a good idea - maybe if he rids the area of flooded grounds, the entire region will be destroid with drought within years?
He's playing with fire by completely eliminating two soecies out of an ecosystem... look up "how wolves changed rivers" or something.
I do like that you have the skill, practice and knowledge of trapping amd preparing animals. I have none of that, maybe besides some fishing.
But are you aware that hsrvesting beavers out in Northern America (starting in Canada) pushed the frontier and made helped open up the continent? But do you also know that it completely fucked up and changed the entire continent? Its rarely mentioned but all the rivers started to change, lakes, pastures, tons of animals had to adapt to lack of water in their habitats, water that used to be there because od the beaver dams...
