About the rest of your post; It is plausible that somewhere in Afghanistan it has been warmer, and it went unnoticed or was not officially measured, but it wouldn't be by much, maybe a few °C. Maybe to you it is but measuring temperature isn't exactly rocket science, and even in Afghanistan they survey data on a regular basis in different location for climate mapping etc
Just admit that they operating above 45°C is extremely unlikely, and that the mentioned 60°C is ridiculously exaggerated.
