You suggested bringing various tarps, foam pads and blankets.
The act of doing so means you are preparing materials in advance.
Preparing in advance of what you are about to do goes against the very definition and nature of improvisation.
People have already mentioned bushcraft in this thread. That is what both you and OP could benefit from looking into, because bushcraft can teach you to make a shelter without bringing any materials at all.
You quite frankly just don't know what the fuck you are talking about.
