She probably got these tattoos when she was much younger and didn't realize the impact it would have on her future. On the other hand, this is a strict Catholic school she's trying to get into. You can't be all tatted up like that in most schools, especially a religious one. It looks so unprofessional. It's also sending a bad message to the kids. They see a teacher with tons of tattoos, and maybe they want to get a few on their arms or neck too, not realizing that it will hurt their chances of getting a good job when they're older. And so the cycle continues.
She's being punished for a decision made by her younger, naive self. It's terrible, but it also would be terrible to have a bad image be reflected on the school for hiring someone with this many visible tattoos.
What she should do is try covering up her tattoos better. Maybe wearing a turtleneck, or a cute infinity scarf. That's all she really needs, a nice fashionable scarf. As for the hand tattoos, why not use cover-up to hide them?
And then at least if the students see her covering up all her tattoos, they'll learn a lesson about tattoos in the workplace.
