Second, even if a site is in compliance one day, that doesn't guarantee it will be in compliance the next. Many of our clients fail to maintain their systems at even the most basic and trivial levels.

Municipal/local governments are just now starting to come into compliance with laws requiring them to write their own ordinances and maintain their systems. Heavy fines are coming down the pipeline but many of them prefer to put their fingers in their ears instead. I predict massive amounts of municipal butthurt.
