The park service, being one of the more proactive govt agencies, is very aware of their image and how they provide services to the public. Believe it or not, the NPS is very much conscious of their position as public stewards. They see the the lack of visitors from minorities as a failure on their part and want to bridge whatever caused that gap (cultural, socioeconomic, accessibility). Adding diversity to their workforce is part of that plan, I guarantee you, however, that entry into the park service remains extremely competitive and minorities are not recruited without qualifications.
Whether or not hiring more "diverse" rangers will actually increase minority visitor ship, I have doubts. But if you want to talk about people without qualifications getting hired into the Park or Forest Service, look no further than hiring authorities for veterans.
