I've been considering using a couple goats for carrying supplies when camping in remote locations.

What kind of laws are there in the USA for big parks and public lands? I know some allow pets and horses, but do they allow goats?

One would carry the feed for the goats and the other would carry all the supplies I'm not carrying. While I carry more supplies.

They generally don't like pack animals. There are a few exceptions such as mules in the Grand Canyon. You'll probably have better luck in BLM land or National Forests, but I'm fairly certain they're also mixed as far as their rules go.

You'll probably need to look into specific areas. If they allow horses, I can only assume other pack animals would be allowed as well.

You planning on hiring these goats op? If you're buying them then where dafuq you going to keep them when you're not /out/? Will you take them on every trip? Will you even go /out/ for extended periods that would require pack animals regular enough to warrant said beasts of burden? Its a pretty ridiculous way to spend money with a lot of overhead costs, which you likely wouldnt use for their required purpose that often and tbh I cant figure out why in hell you need 2 pack animals when you can literally carry everything you need in one backpack anyway.

Man the fuck up. Carry your own shit. Leave the animals alone.

Goats are stubborn as fuck and will constantly jockey for dominance. If you rent goats they're not going to do what you want because to them you're the newest member of the group and therefore the lowest in the social order.

If you want to own goats, be prepared to sink a lot of money and a LOT of time in to them. Goats are highly social, you'll probably want three. Two females and a wether (neutered male), if you can establish your dominance over the wether, the two females will typically fall in line behind him.

You can't leave them alone for very long either. If you establish that you are the top goat, and you go on vacation for a week they will plunge in to like goat anarchy (related to why people often have problems with rented goats).

A healthy and fit pack goat can carry up to 25 percent of its weight and walk up to about 12 miles per day depending on its load weight, the terrain, and the animal's conditioning.[3] They are generally less expensive to own and operate than other pack animals since they are natural browsing animals and can feed themselves along the way.[3][4]

Doesn't seem like they carry much, but 12 miles is actually pretty good range, a good 3 hour hike.

maybe OP should find the biggest goat first thing and just beat the shit out of him to establish credibility with the other goats.
