There would have to be some sort of provision to prevent the states from selling it or allowing it to be effectively privatized through lease agreements, however. Development would have to be similarly restricted.
Maybe giving the states more say in the management of local BLM and USFS branches would be enough.
Privatizing it is a terrible idea. Multinational corporations would quickly sell this part of our national heritage for temporary profit, just as they have done to every other component of this country they have gotten their hands on. Consumers consistently fail to take the value of this national heritage into account when buying things, so the free market fails to value it as highly as it should.
