Firstly it wouldn't exist for this reason, because of its very nature.
Even if we reduce the geographical extremity to, let's say, northern Europe and Mediterranean Speaker climate, your dog would be pure shit. It would be polyvalent, which means just mildly usable in the sand or in the ice. And i bet it would quickly be tired of an extreme cilmatic situation.
The best thing/animal, whatever it is, which is the best at something, is less good in other fields. Which is why nobody ever agrees on what the best is, depending on their culture, needs and education.
You can't seek for the "best" in something universal. And i'm just speaking from a geographical, climatic point of view.
