Most water-proof matches are pretty much exactly as you describe, except I would suggest immersing the entire match in wax, and not just the head. If you matches get soaked, the stick will soak water to the head and still ruin the match.
They're also better off made from strike everywhere matches.
I love the idea of those wind-proof matches for being /out/, as they can be dipped in water, covered in snow, or whatever, and keep burning. But I absolutely despise that their weakness is having to be struck on a striker, which cannot itself get wet!
The matches are excellent for lighting a fire in damp conditions, as the head on the match lasts several seconds, in stead of just long enough to ignite the match stick.
But trying to light the match in wet conditions means the striker, once exposed, will be ruined quickly.
There needs to be a better way, like a strike-on-everything type head on them.
