That's a bit complex. Rightwingers are blaming the EPA for this, since they were meddling with the retention pond holding all this toxic waste. Lefties are blaming the mining operation that created all of the toxic waste in the first place with no real plan for how they were going to remediate the waste.

AZ authorities claiming it'll be diluted enough by that point to have "no impact", but I think they're stalling for time instead of saying "we don't know, yet" because of tourism getting fucked. Even still, if it's nearly undetectable by the time it gets to us, ffs, that's some nasty shit that is going to fuck with a lot of life further up the river from us for a while. It looks normal. Artfag here. When you place a large, strongly colored object (da rivurrr) in frame, the atmospheric light hits it and scatters the color everywhere else. If. You were in a white room with white light and a red ball, the room would look red tinted. The strong yellow is making everything else look yellow. It neednt be altered. Could be altered, but neednt.

Either way that river fucked.

The color has already returned to normal and use of the river for recreation and for livestock has been approved. Think they already started using it for municipal water systems again though obviously treated first as was the case before the spill.

The only question of safety now is how much toxic waste got into the sediment and all the little pockets and ditches that the contaminated water made it into that haven't been flushed out.

No. I say this because the way the US alphabet agencies work is that they have the power to interpret many laws on their own, and from that they create statutes and compliance rules which it is their job to enforce. By the very nature of how that system works, they have a huge amount of power from the start, and only when someone higher up, usually a federal court or congress says so, are they not allowed to do something. Even then , they can just bugger out of that by instituting a rule that is slightly different but functionally identical. Basically bureaucrats do something courts were supposed to do, interpret the law. Also, they are under the executive branch so depending on meddling from whoever is president the rules/enforcement can change on a whim.The ATF is a great example of how based on a few laws one small agency went from tax collection duties to full blown law enforcement by writing their own rules and getting nudges from certain administrations to up their game.
