Needles -- the most accessible hiking; I would recommend here; won't run into many others here on trails; try Chesler Park, Salt Creek or Confluence Overlook Trails; I've camped inside the park for free a few of the last Xmas holidays; even the scenery (with camping for free down Lockhart Road) just outside the Needles District is top-tier...
Maze -- extremely remote; never been there, but something like 80 miles on dirt road to get there

This past Xmas break I camped in Capitol Reef; it's the least visited of the Utah parks but just spectacular in-your-face scenery; great deal of barren desolate BLM to east of Capitol Reef; I love that sort of scenery but it's not for everybody
