It seems pretty likely that military has armed multicopters by now and I wouldn't be surprised if gov. agencies and some private companies could get their hands on them, if they have the contacts and cash.
Besides, who notices when some trainhopper is missing? And who will believe one of them telling a story about someone getting shot by a predator drone?
Another trainhopper related thing I remember is that there is a book, where they collected all important scedules and destinations of freight trains. If you have a copy, you know when and where you have to go in order to get to your destination.
