depends on how much power you want.

also depends on having rights to the water. if you're in the u.s. and the river's big enough to produce appreciable power you probably don't.

Depends on volume, drop, and method of creating power. In Canada you can get in serious shit for fucking with any water way, there are permits available however you must observe strict guidelines because of wildlife habitats
