I mean, there is such a tribe on a fucking island off of the coast of India, they've been there for thousands of years. Literally impossible for them to be nomadic. Most tribes in tropical areas have no reason to travel, other than occasional overpopulation which causes them to branch out or explore new areas.
Also, though not entirely relevant to nomadic peoples as the Gobekli certainly were not, I also highly doubt they were gatherers. Building megalithic structures isn't consistent with the amount of food obtained through gathering, and large populations in a single area require some form of agriculture. Agriculture has been practiced for at least the last fifteen thousand years, and the Gobekli were in the fertile crescent, which is exactly where we find evidence of mass agriculture around that time. My major is anthropology, though I am not educated in the culture specifically I can infer a lot about them from basic information. 99% of the time only the surplus of food created through agriculture allows for large populations to exist in small areas, as well as time to be allocated to weird shit such as building megalithic structures.

If you're in a tribe of several hundred in the middle of the jungle or on a coastline, there isn't any need to farm, raise livestock or move during the seasons, so why would you? It has little to do with intelligence. The reason Europe and Northern Asia spearheaded technological development is because having a shitload of ice and snow ruin all of the plants and animals for a third of the year forced them to find alternative ways to survive, innovate and create technology, and for many it forced them to become nomadic.
