Coal is "dirty" these days because muh Co2 so thats no longer subsidized, and steel is cheaply contracted from china, so no monies there either. No cash = industry shuts down, and since you can hardly remove those massive concrete and steel structures, they sometimes just left them rot.
No industry= no more need for our ginormously overengineered railway system, so there's a bunch of abandonned cargo rail stations around too (pic related).
