Land that aren't crops or have buildings in the area are free to roam by anyone

About twenty-five years ago, my mother got a house for "free" in the US, on the pretense that she repair and upgrade the property. It ended up costing about twenty-five thousand USD. She sold the house for eighty-five thousand about ten years ago. So it worked for her.

Well, a municipality generally maintains hundreds of buildings (often way more than one parish church...) as well as social institutions.

Not sure about Sweden but in the US you will see property conveyances for large tracts of land for a dollar or so. What usually happens is the buyer pays the seller "under the table" the real amount. The reason for doing this is to save money on filing the transaction with the appropriate county office. The county will charge a filing fee which is a percentage of the transaction.
