yeap, its illegal to shoot vertebrate domesticated animals -- unless -- one of a few conditions exist..
one of them happens to state an animal destroying property/livestock and/or endangering the safety of others.
So my neighbor got his feelings hurt. But, the sheriff told me to call them when they catch one, and not shoot them.. So, until the Sheriff changes their mind -- and get tired of collecting these things -- I gotta catch em & turn them over..
