Well, except for Hawaii, yeah. The 3 regions I mentioned for citrus production rarely even reach freezing temperatures, maybe once every decade or so. The farther North you go, generally speaking, the colder the winters become. This map will give you a better idea overall though.

Mild winters, IMO, would include areas of Zone 8 or higher (warmer). These areas will rarely remain below freezing for more than a few days at a time and you will have many winter days of 70F+ weather. Here in North Texas right now it is sunny and 68F. Next week we'll have several days with the highs in the low 80'sF. That's pretty damn mild if you ask me. The coldest we'll see is normally 2-3 days a year when it'll dip down into the upper teens overnight, but the coldest night so far this year has been like 24F.

Depends on if you prefer hot and dry all the time or 60-70 degree weather, fog, and frequent rain.

There's a reason San Francisco is such an expensive city, because it's so fucking nice all the time.
I lived in the bay area for a few years, and enjoyed it, but every day being exactly the same as the last got boring after a while.
So I moved back to MN where there's 3 seasons, and they all suck.

Post that again in August when it is 110F.

It's all about the coasts. Never gets above 90F here, and gets into the 40s a couple of the coldest night of the year. Average high temp throughout the year is probably like 75-80.

The Pacific Northwest, Western Washington specifically.

Easily the nations best weather, but also probably the most boring. We were quite warm this year (2015) but figure we were anywhere from as low as high 20s on the coldest winter day and high 80s on the hottest summer day. No snow which I found disappointing but ymmv

tl;dr WA is the best.
