Homeless camps and shanty towns were built in every available crevice and lot of the city, extremely unsanitary and full of the insane. The authorities will kick them out and implement anti-transient measures in their usual spots during certain times of year, such as comic con and such, but they just get pushed to other towns.
Rather than rehabilitating the tens of thousands of bums wandering San Diego, they've recently started to put it more permanent measures against them and have been covering it with distractions in city government or by downright refusing to speak with the public. Many of the displaced hobos are heading to LA and Santa Barbara or are just dying on the streets.
"America's Finest City" they call themselves.
