The NPS isn't going to disturb a resource without good reason because they are held accountable for that resource and, most people who work at parks actually care about the park they are in. If they didn't, they wouldn't be there because the pay isn't that great.
What you're asking me to believe with your post is that the culprit is more likely to be an employee at Death Valley, who for sure knows about the raceway and what makes it so special, rather than someone from the public, who have repeatedly shown that they can't even use common sense or respect the resources in the park (see Yellowstone).
