Have you ever encountered a black bear in the wild? Did this bear pose a threat to humans or was the shooting totally unjustified?

I frankly don't think that bear was a threat at all. The damage to it's fore legs highly incapacitates it's swiping power and speed. Sounds like the hunters were a pair of weekend warrior assholes who 'bagged 'em a good 'un'. Anyone who is both pro hunting and has a respect for the lives taken to sustain them would have been able to distinguish a good kill versus a bad kill. Unless in their warped mind they though putting him down was an act of mercy, it was a bitch move.

Yes. Animals that have injuries that affect or prevent its normal food acquiring abilities will resort to highly modified behaviors. One behavior is to be far more opportunistic and brave around humans. A omnivore or carnivore that can't catch prey may be forced to interact with humans in order to eat trash or even handouts. This sets up a bad precedent of humans/human things=food source and humans=not dangerous enough to prevent food acquisition.

It is an unfortunate circumstance.

Good on him to be honest, my neighbor had a two legged goat (front legs) and kept it around as a novelty because it walked around upside down on its front legs. It's shoulders where all fucked to hell and 90% of the time it would just lay there crying. I eventually shot it while he was out of town and nobody knows who did it.

Fuck people who keep crippled suffering animals alive for the novelty of it.

An animal adapting to missing limbs is not doing it because they get enjoyment out of life, they are surviving because the concept of ending their own life is as odds with their instinct to survive at all costs. If the animal was in pain, putting it out of its misery was the humane thing to do. If this was a bear in the middle of the woods, I probably wouldn't shoot it just as a "mercy kill", as its existance would mean that it is clearly fit enough to survive on its own without human interaction. However, this was a bear that frequented suburban neighborhoods. Its likely that this bear lived in such close proximity to humans because it either survived by scavenging on trash and other human food sources or it was pushed out of better habitats by healthier bears. Either way, it's a dangerous situation for the people living nearby. Injured or sick animals are notorious for attacking humans out of desperation. The article mentioned a fundraiser created to have the bear relocated. That means the funds were not raised or the bear returned to that neighborhood because it knew it could find food. If the latter is true, it proves that the bear is unable to fend for itself. At the end of the day, though, it doesn't matter, because it was a legal kill by a licensed hunter. It's a shame that this happened because I'm sure there's a few more people out there that despise hunters now, but if they all wanted to love this bear because it was crippled then they should have at least put it in a zoo or something where it could be taken care of and couldn't maul some little kid during a hard spring.
