I was a fire keeper for a cree sweat once like 8-9 years ago. IIRC you build a normal fire, then once you've got a nice bed of coals you put the rocks on top of it an then load on fuel as fast as you can without smothering the flames until you have a burning pile up to your waist. Then let it burn down and carefully scoop out the hot stones with a shovel.

Actually the rocks I used were smaller so you might want to go higher than your waist if you can safely.
