Obviously you can't do much if the material itself is shit, but lots of cheap packs are made of adequate materials and are just slapped together quickly.
Still, unless you're a total poorfag or just really like DIY (in which case why not just make a custom one from scratch?), saving another 50-100 bucks for a better pack isn't hard.
